On March 18, 2010, President Obama signed into law the Hiring Incentives to Restore Employment (HIRE) Act. A major purpose of the Act is to encourage private-sector employers to hire individuals who are currently unemployed. To promote that goal, the Act exempts an employer who hires an unemployed individual from having to pay any Social Security payroll taxes on the wages it pays the individual through 2010, provided that certain conditions are met.
